    you can check the co2 concentration in you tank.
    use the ph/kh chart.
    most plants should flourish with levels of 10-20ppm.

    One way is by measurement of your pH and KH. With those readings, you will be able to determine your co2 level.

    Another way is thru observation. Assuming all factors (light and nutrients) are right, you should see o2 bubbling and growth. And your fishes are not going up for air frequently.

    Depending on how much bubbling you want.

    If you like the pearling Riccia or the '7-Up' effect in your tanks, adjust your CO2 until you get that. Increase the bps gradually, over a few days. Observe your fish... if they start gasping for air at the surface, or they start to breathe faster then normal, then there is too much CO2 for their comfort.

    The other end of the spectrum is to have enough CO2, so that you get some pearling, or bubbling after a few hours and not look like you just filled your tank with '7-Up'. At this level, it should not be a problem for the fishes, but observe them anyway.
