Scrub it off fast and do large water changes. Do more water changes often during new tank startups and add purigen or carbon to remove the NH4. More plant biomass would help as well. For the CO2, make sure it is good and responsive. You should not take more than an hour or so to hit max CO2 level (say your target is 30-40ppm) once the device is turned on or else the system is underpowered due to poor flow through the CO2 mixing device or poor in tank mixing. Folks that have drop checkers might never notice this and keep having algae even when it is green most of the time. ADA aquasoil or peat substrate users might have difficulty in measuring with the conventional pH/KH way using tank water hourly to see the pattern.
