This is quite normal in planted tanks. This surface scum is due to a bacteria or protien buildup (differing views) on the surface of the water... The simplest way to get rid of it is to use a surface skimmer. alternatively some fish (like platys) seem to enjoy eating it. My Oto sometimes swims upsidedown while sucking on this layer.

[] i've noticed one of my otos swimming upside down in my shrimp tank too, have been wondering what's there to make it do that!

whenever i see a layer like this, as i don't have a surface skimmer, i normally use a container to scoop up as much of it as possible during water changing time.

FLORENCE, capital of the region of Tuscany, has a population of around half a million inhabitants, spreads on the banks of the Arno, between the Adriatic and the Tyrrhenian seas, almost in the middle of the Italian peninsula. It is a city which bustles with industry and craft, commerce and culture, art and science.
