Adding snail before cycling?

Can I add snail before the tank is fully cycled?

Depends on the species I would say, mts and pouch snails doesn't mind, propably have something to do with the amount of bioload. Apple snails would propably be another story.

If you are doing that, you are effectively starting the nitrogen cycle with your snail!

Anyway, as mentioned previously, it depends on species and bioload, some are more tolerant of higher levels of ammonia, nitrite and nitrate.
