Manual removal is always best for all algae and then you can make all the changes to achieve a good ecosystem.
My tank is infected with staghorn and I notice only the low lying plants like glosso and hair grass are attacked. What can I do besides cutting off infected leaves? Any way to remove or impede their growth?
Will they spread from infected leaves as some of the cut leaves are still in the tank, just too many to remove manually?

Use a toothbrush to help you scrub the algae away. It helps in a small way.
Most of the time blackout is the way to go, but that would not solve the rooting problem, usually is CO2 problem.
