Just leave your tank direct to the sunlight. Don't need to have any filtration. I have my 2 tubes of moss with some green algae already. If you want it let me know, I can contribute to you.
i need to grow specific type of algae, scientific name T.Odorata.
I have the pure culture and now want to propagate it but i don't have the tank set up. Can someone do it for me?

No idea whether can it grow submerge...
