If you are talking about compatibility, there should be no problem, although the tetras may nip at the betta's long fins. But I think you already have quite a high population in the 1 ft tank, so you might want to reconsider adding to its bioload.

The betta might attack the guppies as they have long flowing tails that may make the betta mistaking it for another betta....
Other than that, it should be ok

i once tried to put a betta in a community tank and some cardinal tetras started chasing it.
took it out and put into any tank where the neon tetras left it alone. but, it didn't like having the white cloud mountain minnows around.

If your tank is bigger eg 2', I would say it's OK. But since your tank is only 1', the water condition deteriorates quite fast.
Your betta won't go after the rest of the fishes, but your guppies will nip at your betta's tail if it is a long finned one.
uh. i don't know if any of u have experienced this, but i used to have a betta that would practically kill every other fish in the tank. kept it in my community tank for some time and i ended up losing some neon tetras and some corys. i caught him nipping on one of them as i was peering through the tank with a torchlight under darkness. he was surprised and not to say the least displeased when i promptly caught him and consigned him to a small plastic tank for life.
ST, the betta may attack the other fishes if it sees them as threat or a source of food so it might be advisable to house the betta in a separate tank.

however, you can do everything by the 'book' and still end up with chaos
simply put, not all bettas are alike in temperament

Agreed. I had some males that were so fierce that they flare at you if you just so much as look at them. Others flare when you see you pointing your finger at them!
well along with every other person who has kept bettas, can atest to the copius amts of shi* it produces, I really don't think its good for a 1ft tank unless you have a humoungous filter. or plant to clean your filter very oftern.
Betta's shxt not too bad lah. You should see some pleco's
