The layer of oil on top of the water will stop air exchange in the water with the enviroment. This is how the kill the mosquito larva. Thus when the level of oxygen in the water drops, the fry will be deprive of oxygen.
Does mosquito fogging kill fry? Normally after fogging you can see some oil floating on the water surface. I’m staying on the ground floor, and every week on Tuesday they will fog our estate. I always try to cover up the fry’s tray not the adult fish on that day, sometime I forget. I have lost few trays of fry recently, I don’t know whether it is due to the fogging.

Eric, if the lack of oxygen doesn't kill the fry, the chemical or pesticide will. Do try to cover up and an effective cover is those acrylic partitions (previously popular in LouHan tanks) that has slots or holes.
Adult tanks will also benefit from it, in preventing jumpers, allowing air exchange and miminizing pesticide.
I'm back & keeping 'em fingers wet,
