unfortunately hair algae can grow pretty well on the thin water layer that covers the objects kept in a very moist environment.

I'm growing some M. Tenerum(pellia) emersed. It started out submersed, but got infested with hairalgae.
So I transfered the pellia to an emersed setup.. but algae is persistant.
Will algae really grow emersed?

Yeah, I had the same problem too. Hair algae is quite impossible to remove, as they seem to attach/stick to the thalli, unlike on moss where it just tangles around. I keep some of mine emersed too.
What I did was: I tried to remove as much of the hair algae as possible, then place them on a wet surface (in this case my crypt setup with peat). I still noticed some surviving strands of algae, but some where along the line I DIYed a computer fan in there to counter stagnant conditions, and everything grew better. The pellia picked up pace and now I cannot see any hair algae at all. My setup is air tight (mostly), so it is probably 100% humidity in there.
