I suggest one of the following for your neon tank:
Aphyosemion australe
Aphyosemion striatum
Chromaphyosemion bitaeniatum
Chromaphyosemion poliaki (this is my favorite)
Chromaphyosemion splendopleure
Fundulopanchax gardneri
There are all easy fish for beginners. They will pretty much breed themselves (assuming the neons don't eat the fry).
For the shrimp tank any of the small Aphyosemion will do nicely. The Chromaphyosemion and Fundulopanchax will eat the shrimp whereas the Aphyosemion seem to leave them alone (in my experience). Another good looking fish for the tank would be Epiplatys annulatus if you can find some. Charles Harrison normally has some spare. Otherwise Ruth Warner is a good source for killifish and she is pretty much in your backyard (geographically speaking). Another good breeder is Bill Shenefelt.
One worry is that killies tend to hide... A. striatum tends to be more lively then most as do the various Fundulopanchax and Epiplatys. I find that most will adapt to a well lite tank over time---particularly if there are dither fish present. But I think that A. australe would please you the most. Nice colour. Easy to keep.
