Just started two feet tank two months ago.

Some foreground plants (hair grass) and leaves of stemmed plants, started to rotten....

I scopped/struck them out during water change....

Is there any living things which helps to eat those rotten stuff?

I have tried malayan shrimps and yamato b4, because all dies within days due to my DIY CO2 (24 hrs on, feedback from a lfs)

i doubt the diy co2 is killing your shrimps.
i am using diy co2 also but my shrimps don't get wiped out.
do you know what is your co2 concentration?
do you know what are your water parameters?
any other inhabitants in your tank?

Diy co2 usually hard to control, if theres too much co2 bubbling into the tank, and considering u left them on 24hrs, the shrimps may have died from co2 intoxication, if the co2 bubbling in to the tank was too intense. if you got a bubble counter, it'd be easier to see, and roughly gauge next time how much yeast and baking soda to put in next time. i managed to get 1 bubble/10 second with half a teaspoon of yeast and baking soda, 5 table spoons of sugar....hope this helps.

Snails do eat dead and dying leaves. Especially Malayan Trumpet Snails.
BTW - I doubt DIY CO2 is cause of shrimp death. I have had my DIY Co2 runing through a 3-ball reactor that ensured no CO2 is wasted and fish were still OK. Maybe you can try two things:
    1) pass the DIY CO2 thru a 2nd bottle of water to filter away anything harmful
    2) start an air pump after lights out so there will be less CO2 in the water

DIY Co2 as in the softdrink bottle set up? How do u on/off periodically?

Anyway, i am using the DIY CO2 for my 1.5ft with strong light 9hr/day. So far the glosso are putting out runners and the DD are growing well. Java moss also turn out to look nicer than my 3ft's.

diy co2 will be 24/7. not advisable to control the output as pressure in bottle can build up and 'kaboom'. you'll get a stinking room for a long time.

mts normally hitch hike on plants that you buy. doubt that there are any place that sells them. can try asking fellow forumers to spare you some.

snails once introduced are very hard to eradicate if you realise later you don't want them so do think twice before intentionally bring them in! if you really want to, just go to any LFS and see their plants for sale have any on them or the tank have any or not, then just ask nicely if can have the snails free, usu they will give happily!
