What's the difference between them and what should I use for a new co2-less planted tank?

What is new co2-less planted tank? Be specific. Flourish and Excel may not be necessary afterall.

I would say that seachem flourish is a trace with additional small quantity of Nitrogen (0.07&#37, phosphate(0.01%) and potash (0.37%). Too small concentration to be considered as macro. Dosing 1000 ml of seachem flourish into 3ft tank only add around 4ppm of Nitrogen

All plant need CO2, CO2-less is not possible . It should be without CO2 injection.
