Plant ID and care

Hi guys,

can anyone help ID these plants?

Currently using 13watts on 30litres, lowtech - liquid carbo and fert, base is some 'shrimp n plant' kind, forgot what brand.

Is this adequate care?

If I not wrong is 30litre a 2ft tank? IMO, since you are doing a low-tech tank I guess it's enough unless you are trying those difficult plants.
