the stomach look so big, maybe dropsy? You should isolate it.
I have about 50 neons in my 90G planted tank, out of which one is swimming rather abnormally since yesterday.. it is struggling to stay horizontal it keeps swimming upwards in order to stay at level. It has kind of, lost it buoyancy..
Here is a video, this might help you guys point out what's exactly is wrong with the poor guy.
YouTube - Neon tetra behaving abnormally
All other fish and plants are doing good.
I feel so bad seeing him struggle like that.

It's either dropsy or swim bladder problem. In any case it could be due to infection and you should quarantine the infected one and do a water change + medicate the tank.
I'm back!
it showed no signs of improvement even after 24hrs of isolation and antibacterial treatment, infact it became worse maybe the stress of moving took it's toll, i couldn't see him like that. So euthanised him yesterday (RIP)
How do you perform euthanasia on a fish?
I'm back!
used the freezing method.
