No need to rinse them. Reason being, the filtration in your tank is not complete. There is dead spot. For this reason, dirt hangs there. also, yellowish is due to lack of high light and high CO2. All you can do is to siphon the dirt.

Hi guys I have quite a lot of Java moss in a 3 ft low-tech,i just put them inside the tank for my apisto fries to hide inside.
The question is do we need to take out the Java moss to rinse it? My Java moss looks yellowish and quite dirty, is there a need to wash it?

can rinse them in tank water as a short term solution/aesthetics, just to get rid of the gunk before you install a pump to get rid of deadspots like barmby suggested.
