some fishes may nipped at the roots
look for oil contamination first (if you're feeding oily foods). Otherwise, it is due to grazing by your fishes.

so far, my sakuras nibble on the leaves but the roots are spared , they are hairy and getting longer. i had similar condition in the past where all my frogbits were clumped together causing the roots to lose hair and look stiff.

I know how. Why? I stumble onto this solution. Do not let your frogbits move if you want it to develop long and hairy roots. It can grow as long as 1 feet. I hope I have some pictures to share. I did it accidently everytime when my stem plants are too tall and forced the frogbits to get 'stuck' or stationary.
