I had seen such tubes in US magazine. It is purpose made to give 2 type of colours. It is popular among marine hobbyists who wish to have daylight and blue light in one tube (a neat solution). What the manufacturer does is that they coat the 2 tubes with 2 different phosphorous based chemical sets.
May be yours is happened to be made for planted tank, the redder one to stimulate growth and white for better colour reproduction for us human to see the plants.
I bought my lights from CR aquarium (2 x 24) and the tubes are also one reddish and one white. The lady told me about it beforehand so I wasn't too bothered.
