[Help] fungus or bacteria on my neon tetra

Hi Friends, below image.... 2nd fish from the right (clearest one)... there is white thing on top of the tail. Is this something contagious or fungus? I dun know wat to buy for this... i am dosing myzaxin from waterlife just in case it is bacteria.
