1. The system is leaking.
2. The CO2 is dissolved.
IMO, no.1 is more probable.

I really don't think its cuz your co2 dissolved cuz it simply doesn't dissolve so quickly in a bell with no water movement to hasten the dissolving. I"ve seen those co2 cannisters like yours b4, question is, how does the tube attach to the mouth of the cannister? if there is any leakage, most likely place would be there. not possible to have leakage at the other end of tube else you can see bubbling. maybe you could try going back to the shop to complain? see if the boss nice enuff to exchange? the next best thing to do would be to start your own DIY co2 bottle with sugar and yeast. do check up threads posted previously on how to DIY it!
yar i was actually intending to DIY myself but was recommended to get a Nutrafin DIY CO2 system n when i reach the recommended shop, they told me they only have tiz set n they die die ask me buy .... !!!
