Hi Jungle-maia, you sure it's the one shown? Another pic to ascertain - a deep black line runs along the centre of body, with hue of blue on tips of fins, and red at end of body near tail and on anal fin? FYI, I got a group of 5 at Soon Heng Henderson last month - He has a tankful of them. They are quite ferocious eaters and grow fast with fat tummies. I can check out its availability tomorrow if you are still keen.

No it is not a dwarf pencilfish. This is what the fish looks like:

The one you showed me is a 3 line pencilfish, like this one here:

It is hard to differentiate them when they are young especially when they lose their colour in the tank at the LFS, I knew some reputable LFS actually group them together by accident too. The main difference is the red spots are not on the tail fins, but on the side of the body and every other fins except for the side and tail fins. There is also a goldish hue to the scales which get stronger in colour as they satbilise or mature.
What he is looking for is nannostromus marginatus. You guys are looking at the nannostromus trifasciatus which is avaliable at C328.
