That's a very small tank so you might want to reconsider your bioload. Get those fish that do not produce so much waste. And start with plants (with 1 or 2 hardy fishes to get the cycle started), once they plants are rooted or established, the nicer fishes can come later.
I have 2 no-tech 20cm tanks in my office. One has no filter/aeration, only a 13W light but tonnes of mosses. In it I only have shrimps inside (10 CRS and 10 malayans), but I'm already thinking of transferring some out to a 3rd tank as they are breeding like crazy and the numbers might rise. In such small tank setups you must maintain the balance. Once you lose the balance, it is easy for the entire population to get wiped out.
