Frame artwork for tank photo

Hi all, not sure if this is the right place to ask this question.. how do you create a frame for tank photo shots? Like the ones post on HK CAU websites? Any special softwares used or just a custom photoshop template (anyone has?)?

If you have photoshop you should be able to make one easily by following tutorials on youtube.
