I tried to build one myself. Similar to Juwel Compact internal filter box. Has this top and bottom flow inlets to allow surface water to flow in. However, not sure if the splashing internally would create O2.

Totally agree with you. If only someone can design a surface skimmer for smaller tanks.[]

Search AQ... Simon posted about a link to a very simple DIY surface skimmer.
Vincent - AQ is for everyone, but not for 'u' and 'mi'.

I would recommend that you use one, DIY or commercial. It'll help clear up your surface and gather dead leaves. [:]

What about connecting a rainbar to the internal filter?
But put the rainbar slightly below water level?
    Same working principle, no?

If you don't mind keeping some live-bearers like Guppies, Swordtails, Mollies, Platies etc., they help to eat away the surface scum.
Otherwise, most effective will be using a surface skimmer.

Let me know. Besides the scum look unslightly on the surface water, how does it badly affect the water plants and fishes?

Usually I can't be bothered about it until next water change.

Err... Juggler, think you didn't see properly... these are protein skimmers for Marine tanks, not surface skimmers.
