How to keep leaves small?

I have seen a few nano tanks where they used water sprite but leaves are small. How to grow the leaves small?

I guess it's got to be the intensity of your light that determines how your plants will grow out. I believed stronger light makes certain plants grow low and grow out smaller leaves. May I suggest you read up on the plant first as some will still grow big regardless of strong lighting.
