Hi anyone using a CO2 bell to allow the CO2 to slowly diffuse into the water? Is this effective?

This method is only good for small tank (up to about 80L), unless you are prepared to use extra large bell (bad taste). It is a need solution for small tank, topping up the bell being the only setback.

You can control the rate of diffussion by adjusting the position of the bell in the tank; the deeper, the higher the dissolve rate. The size of the bell depends on how long you need to inject CO2 a day and how big the tank is. A permanent PH tester is highly recommended to monitor the PH, at least during the implementation stage.
