sure as long as there is enough light reaching substrate surface
my tank is about 70cm (but the water is only up to 60cm) and the halide will be around 50 from the water surface.
subtrate would be around 2in/5cm thick.

Should be fine. My tank is 2 feet tall, MH was 2 feet from surface of water and glosso was near the base of the tank and I had no problems.
