Likely males. They do that whenever they sense some females moulting. That's when they go crazy and swim around, and mate with the females. Happens to my shrimps all the time.
hi bros i notice everytime when its feeding time, i see around 4 cherries( i think 4 males) swimming to and fro near the side of the tank close to the surface of the water, while my other cherries and crs are happily eating at the bottom.. is it normal? or is it because i of the algae pellet I threw into a small breeding tank hanging by the side of my tank?

Should not be a concern. They do funny stuff at times. I've ever seen a male grab a pellet just as the pellet was sinking and swam around with it for a bit before settling down.
