what is happening? after i change my tank into a 3 ft tank. my tank have been producing a layer of slime after a few days and some time oil. not sure is it coming from my hands. any one know how to solve it?

i'm using ADA Soil, its around 4 ~ 5 cm thick. One drift wood with Chrismas Moss, and one plant that look like chrismas tree.

About 13 normal shrimps, 4 cpo, 4 otto, 4 mini puffer fish.
I'm using an internal filter.
I normally feed them 1 small block of frozen blood worm.
Every 2 to 3 days i will do WC around 10% of the water.
I tested my water ph level few days back its around 7.5
I'm a little confuse about the soil as they say it will bring the ph level lower.
anyone know what is wrong with my tank?

Sounds like protein film building up. Snails and mollies will eat the film, but your puffers will kill the snails first, and the mollies will kill your shrimp.
Also its not recommended to have puffer fish with shrimp, snails or other tasty bite sized crustaceans.
Which ADA soil are you using and how long has this 3ft tank been running?
Hmmm but my puffer fish is the small type will not grow big

3ft tank have been running for almost 1mth and 1 week.
I do wash the filter 1 ~ 2 week onces or twices depends on how dirty it is
puffers are quite aggressive, even the small ones. Even if they don't bother your shrimp at the moment, once they figure out that your tank is filled with these tasty morsels..errr carnage will ensue.
Red packet? is it GEX Shrimp and Plant? I don't think I've seen ADA soil in bags other than silver top and bottom with the type labeled on the front.
hmmm ok i will try to see what i can do. they have been together for like 1 mth hahas so far none of the shrimps is been eaten

Something is brewing. I had BGA after spotting the film. Please move the water surface slightly. Perhaps will help.

BGA = Blue Green Algae.
Massive melting of plants is when conditions or some events triggers mass die-off of the plants in your tank.
For now I'd recommend soaking up the protein film with some kitchen towels or skimming off the top layer by hand. Also you might want to cut back slightly on feeding and see if it makes a difference.
hmmmm now that you say half of my moss on the draft wood did die but not the plants.
so for now i should feed lesser and just clear the oil for a few weeks and see how it goes right.
anyway do you know about the ph level ? why did it rise till so high i thought ada soil suppose to lower ph level?
some brands of soil lower pH more than other brands. Unless you are rearing CRS or other fish which specificially need pH below 6.5 it should not be an issue.
Also there are other factors that can affect pH, depth of substrate, flow rate of your canister, parameters of your input water etc.

Perhaps adding some floating plants like frogbit or hornwort should help out.
The soil you are using Midoban, is not ADA, but GEX soil. It does buffer the pH to around 6.4 or so, but that is dependent on many other factors like what Fuzzy has said. It is also possible that your tap water is more alkaline right out of the tap, and so the buffering will take longer to have effect.
A small internal filter may not be sufficient for a 3ft tank, even if you have very few fishes and shrimps. What is the temperature of your tank? If your moss is half dead, it is possible that the water is too warm, or that it cannot adapt to your tank conditions. If you don't remove the dead mosses, they will contribute to causing the layer of "slime" you see.

I have already removed most of my dead moss few days back, so i think the tank should be alright for now. the rest of my moss on the DW is growing well.
I want to share a great news with all. One of my CPO is a MOM . not sure which is the father haha. Saw her climbing around my Plant when i spotted 5 ~ 8 eggs on her leg. I have transfer her to a breeder trap with some plants and Christmas moss.
Is there anything i need to take note or to do?

As for your oil film, because you only use filter sponge and not canister filter and you feed frozen blood worm. Another thing is your lighting maybe too strong which causing your plant hungry and release oil film(most time is sugar release from plant). As for your PH, do you check your tap water PH? It could be on the high side. You change water quite frequently before ADA soil could bring down the PH you already change water. Hope this help.
