Now that I've set up the tank, gravel, lights and some plants, what's next?

    can I add fertilizers?

I have bought my gravels 2nd hand and some of it has already been mixed with those substrate fertilizers, so I did not add any new ones.

I try to put in as little fishes as possible inside in case in need to add fertilisers.

Most of the plants has started to grow new shoots.

any liquid ones? will it harm the fishes?

normally people add the base fert at the bottom, but since your substrate is mixed with base fert, i don't see how you can add any more without taking the old substrate out
fertiliser sticks to be inserted into the gravel are ok

liquid fert is to be avoided during the startup because the plants aren't fully developed, and algae is likely to take the fert and grow like wildfire
in your case that's more of an issue because you used a mix of base fert and gravel for your substrate, which could cause problems when the fert dissolves into the water

liquid fert will not hurt your fish, just to let you know
