I am thinking of building one too, to filter my 2 feet tanks with just one filter. Do you actually have to balance the flow? the overflow pipe uses a natural pressure, whereas the canister filter that i m using may have some other resistance.
All you really need to do is fit a tap. If your pump is only small you need to fit it to the pipe that goes to the sump. But if your pump is to strong and pumps more than the overflow can take . Then you need to fit a tap to the pump to slow it down a little
ok with a tap i would be able to balance the flow! from top to down flow, there will be a fail safe. Do you think its possible that the down to top flow from the filter may flood the top tank?

No it wont flood as long as you have the return pump sitting high in the sump.
I see! what i have in mind was to use a canister filter to power 2 feet tanks. so means i have to cut the piping of the inlet( at the bottom tank). Thanks!

And it work very well, so far (1 week) i have tried to turn off the power for more than 20 times and it always flow back whenever the power is back on.

heating up a screwdriver,or a nail ,or drill it,all will work Just make sure you get a good seal around it so no air gets in
