    Hi
    My friend just set up a 3ft tank.
    However, after the first night of setting up, the water in his 3ft tank becomes pretty chalky.
    We checked other resources and they said that it is due to new tank sydrome. The formation of the chalky water is caused by the formation of the bacteria....
    Is it true?
    Can it be caused by the ceramic ring in the canistor filter that are not washed properly?
    Can any experts out there help him.

    It can be caused by the ceramic ring but rare though I had one encounter. If he is unsure, get the proven Sera ceramic ring.

    If he had not started planting, I suggest that he don't and fill the tank with water to full and soak the base fert for 1 week. Change the water on the 4th and 7th day, 50% each time, no light should be introduce during this period. Filter should run at all time.

    This will give the setup and the plant a better start as the risk of running into nutrients peak from the new base fert is greatly reduced.

    Whether its bacteria or sediments from gravel, ceramics rings or other stuff, it'll usually clear after a while. Sediments usually take a few days to settle.

    Don't worry too much, it's common for new tanks to be cloudy.

    You didn't say how cloudy though... Able to see the back of the tank? For reference, look at the earlier pictures of my Planted Arowana tank in my website (Aquatic Habitats)... the link is below in my signature.
