The addition of chlorine gas and chloramine is done at the waterworks...Addition of the newater to the reservoir doesn't just flow so fast straight to the waterworks. I don't see the point to watch out for a particular date or so..just add dechlorinator if you are scare or call the waterworks serving your area regarding the amount of chlorine gas or chloramine injected. Oh..for your info, the additional chlorine gas or chloramine added if any is due to the possibility of the SARS virus spreading through sewage...RO should filter out any possible form of virus..the filtered water is passed through UV...pretty much safe already. []

Got this from a FAQ on PUB website :
"As for Indirect Potable Use (IPU), two million gallons a day of NEWater, less than 1% of the total volume of water consumed daily, has been blended with raw water in our reservoirs since Feb 2003. The amount will be increased progressively to reach about 2.5% by 2011."
Even 2.5% seems a bit low to cause any problems assuming that it does contain higher levels of chlorine or choloramine (can't find any basis for this rumor though).

use a dechloraminator if you have $$$ fishes that you don't want to risk.
I'm more biased to US brands such as seachem prime, amquel (not found in sg).
if you're filling straight from the tap, I suggest you add 1/2 the dosage before you start filling up the tank, and the remaining half after you complete your water top up.
if filling from bucket, add to bucket first.
for now i still not adding any anti chlorine. anyone has any problems so far?

I feel that it is always safer to add anti-chlorine / chloramine if :
1. The tank is small (2ft and below) - Plants will probably love the extra ammonia and nitrite when you kill the beneficial bacteria but the same cannot be said for the fishes and fancy shrimps.
2. You keep expensive fishes like a school of coral red pencils.
3. You have fries (baby fishes) in your tank.

okay, what brand of anti chlorine do you guys use? is it all the same. Some is really cheap like $2 for 1 bottle but some is $5-6 per bottle. What is the diff any way?

Hi robin. If you haven't gotten your dechlorinator, perhaps you want to try Genesis Pro series . Takes care of both chlorine and chloramine. It's highly rated by local discus rearers and breeders. So my theory is, if it's good enough for discus, it's good enough for any fish. Think it's available at most LFS.
BTW, beware of fakes, the genuine product is yellow solution in translucent bottle.
The important thing is that it handles both chlorine and chloramine. Read the labels... they will state it.
