this topic is quite subjective, my advise is to try the plants out yourself. Different fertilization regime, tank condition, co2, Lighting and other factors is different from tank to tank. I have grown glosso in my 4ft which have slightly above 2 watts per gal... you should avoid high maintenance plants (riccia) they need constant maintenance to stay sunken. If light penetration is low, then you can opt for plants like E. tenellus, E. latifolis, Crypto, Blyxa japonica and many others less light hungry plants

2.4 watts to a gallon is not considered high light zone....it is considered as moderate towards low. High light would be 4.0 to 5.0 watts to the gallon.

Adding on to Simon's comments, the type of bulb used and the height of the tank plays a major effect on light efficiency. In a 2 feet depth tank, 300watts of FL may not have enough intensity to reach the bottom of th tank. It would be slightly better for PL bulbs. Deep tanks would be better off using MH bulbs.

However all being said, its just the rule of thumb and actual senerio may be different as Simon has mentioned.

How tall is your tank?.....two feet?....the lotus should not have a problem but the hair grass may. If you are going to try, make sure there is no over hanging plants to block off light.

Actually you must try it out for yourself. Some people will have problem with a particular type of plant will others don't.
