Be patient. The promotion is automatically done by the system every hour or so. In fact, at the time of this reply, the system has already promoted you. According to the system logs, about 3 minutes after your post, you're account was promoted.

and for avatar upload is there's a rule for a new member? because i can't see the option for upload avatar?
