Try the usual places like Clementi etc. but be careful not to get coral chips for plant tank substrate hor.

May I kaypoh why you want white substrate leh? IMO it is very distracting to the aquascape and if you plant densely enough, you won't see the substrate anyway. Also, I think a bright substrate will make the fish look wash-out.

not to mention fish poop or algae on the substrate will make it so obviously ugly

when i setup my tank, it was meant for fishes only.
    no plans for planted then.
so i went for white gravel(5-7mm), wife's wish actually.

while looking for fishes in lfs and ff, saw the planted tanks.
rekindled my interest to setup a planted tank after a 2yr break.

so now i have white gravel and looking for smaller gravel to mix in.
    having difficulty to plant hairgrass.
