It is quite normal for new tank to turn cloudy. It is due to bacteria bloom.
You should stop changing your water to let the cycle complete.
If not, your tank will remain cloudy as the cycle restart after each water change.
My 6 month old tank turned cloudy a few days ago right after I gave my filter a goooood cleaning with aged waer of course. Cleared up the 3rd day.
But for your case it's a new setup, you may like to give it some time for the benefactial bacteria tobuild up. That should clear the cloudiness soon.

the tank is 3ft x 1.5ft x 1.5ft.
Lighting is PL 48x3, for 10-12hours per day.
CO2: CYlinder tank, 2Litre, 2bps. with reactor
no substrate.
Filter: external Atman. with biohome ceramic rings and filter sponge.
The tank i suppose is more than ONE month aledy.

You never change water for the past 1 month when your tank is cloudy.
I thought you said that you had been changing water again and again because of cloudy water.

No substrate as in no base fert? What kinda gravel you're (or rather your aunt) is using? Actually, it's not suprising that after a month, the newly setup tank still remains cloudy.
I'm facing the same problem. I'm using Dapio Dustre (Natural Monterey Beach Sand) fr RMC Pacific Materials (fr CA) sand. The lfs did not wash the sand during set-up.
After 5 days, my water is still cloudy. Is this due to the fine particles fr the sand or bacteria bloom. How could bacteria bloom in half a day?? What'the real cause?
