Lobelia Cardinalis?

Is the above mentioned plant a stem plant? Propagation as per stem plants?

Yes, it's a slow growing stem plant. It's leaves are scarlet red when emersed and green when submersed. Check out Juggler's tank for pics of this attractive plant. However, it needs bright light and in my case, base fertilizers are essential as mine had a wide and rather deep root system when I uprooted it for replanting.
