There should be some level of light needed for the tank for any plants to grow. No light meaning that it will be shaded from all forms of light. Is that what you're saying?
I have jus run in a small 1.5ft tank with a layer of base fert and and fine lonestar gravel...I had mosses lay down and tie some quantity of it on a small driftwood.The tank has a mini built in filter (IOS)which i had DIY. No light.No Co2...Some malayans and two wood shrimps inhibit it...Will the java mosses grow...??

If you are growing it with some ambient lighting, then you may be able to do without light. Co2 can be injected but not sure with the low photosynthesis, how the live stock (eg shrimp) will be affected.
Base fert is not required in this case.

With such low maintenance or should I say harsh conditions, shrimps may not be a good choice of creatures for this setup. Unless, the tank is nicely stabilized I'd dare not try.
No plant can survive without any light and CO2, that includes java moss. Why do you want to grow the moss then?
allright...added in light and a small fan.But decided to remove the fan cos the water seems to be disturbed by the fan blowing....how bout C02..do i need em...?cos it seems easier growing on larger tanks..[]
