look like sagittaria subulata

I goggle sagittaria subulata and it seems like the plant will send out runners. But this plant is in my tank for 6 months plus and till date there is not runner.

6 months plus with no runner, that is odd. sagittaria subulata is fast growing plants.

How does it propagate? how fast the leaf grow?

Initially there is no growth and it kept getting uprooted. These 2 months then I noticed the leaves start growing from the center, growth rate is 1 left per 4 days and the older leaves rotted near the base area.
