If your tank is 1.5ft high, the 32W looks insufficient for the riccia at the bottom. It works out to be about 1.5W/g. Try to get close to 3W/g. Try to tie some Riccia on some driftwood so it is nearer to the light. See if they bubble. If so that means you need more light to reach the bottom.
Other than that, if your fishload is high, there may be less bubbling.

2ft tank, I have 2W/g and my Riccia's pearling. As for CO2, I use DIY with a flipper, 1 bubble per 3-5 second. Efficiency is important. I aligned my flipper and optimised the filter outlet water flow so the top bubbles are very small compared to the bottom ones = high dissolving rate.
