I have a layer of oil too but mine is probably from food. I'm using Vitakraft.
I don't really care about it, never gets too thick.
Maybe manual remove? mini dust pans?

Surface scum can be remove using natural means... I use mollies.. they do take some of those stuff.. wonder why but hey they remove it..
Other use paper... oil will usuall stick to it.. hmm.. you might need plenty. Best way is still add a surface skimmer.
