Hmm, apisto with schooling fish or corydoras
I haven't really decided on the tank height so decided to just stick it at 1.5ft but I have been thinking of what to keep for such a tank. Angels might be a little tough, and I don't really wish to commit to a chiller for a CRS tank.
Any other ideas?

Just tossing an idea here...
Malaysian swamp biotope? Neutral/slightly acidic, with a school of harlequin or scissortail rasbora, pearl gourami, kuhli loach, wood with Java moss, Java fern, some crypts, and Malayan shrimp?
Small is beautiful.
If your tank was slightly less taller, it would be perfect for a riverine tank featuring hillstream loaches.

I was hoping to get it custom made so the height isn't fixed yet. I recall you mentioned to me about the loaches idea when I asked about the water movement of the tank.

These articles will be helpful if you intend to do a hillstream loach tank. As tank mates, some other riverine fish might be worthwhile.
Other alternatives would be a brackish water tank for gobies if you want something different than the usual suggestions.
