For some it is actually ok to use. But there are some legal issues regards to that. To be more specific, the catchment and storage needs to be approved.

Is it safe?

Rainwater may contain pollutants and may be too acidic which may harm more sensitive fishes. I have an outdoor fgt keeping platies and after extremely heavy rain I have encountered fish jumping out of the tank. Other than that have not had any fatalities.
