Pardon my ignorance, so do you mean to say that if I have a carpet of dwarf hairgrass in my tank, I can actually siphon out the water such that they will still grow emerse?

Emersed leaves will rot and wither if put submersed. Then new shoots will emerge. To accelerate the process and promote new growth. Trim the hairgrass until it's about >30mm tall.
