Define 'running'. A car that doesn't get you from one place to another isn't 'running' either. Are the solder joints intact? Connectivity tested?

My defination of running is power indication lights on and fan running when switch on.
Waited for more than 30mins but water temperature not dropping. Wires wise can see solder still intact. One particular wire connecting to probe bottom seems frayed, maybe that might be the root of the problem.

Care to share where to get the probe?
My current tank temperature @32c which is considerably high.

Is the heat sink under the fan feel hot? If the ice probe is running. The heat sink under the fan should be be very hot. Like 50degress or more. And the white plastic probe part in the water should be cool..

If it not hot on the heat sink. Check your power supply.

Hmm frayed wires in general means the the current flowing (etc. etc.) through is not optimal, your ice probe would not actually have enough electricity to work properly, i.e. cool down your tank.
