The reason of using 4 x 36W (slightly higher than 3w per gal) may be that 36W PL tube is more easily found and replaced.
There is no such thing as the perfect set of light for plants. Please list the plants you wish to keep. FL or PL lights have their pros and cons. Do consider the amount of money you wish to use for the lighting remember that light tubes are consumables, they don't last forever.
