3x 18W is sufficient if you plan to have a low-light setup. Unless your plants are dying, chances are that they are actually doing ok. Pearling (which is what I think you are looking for) is what you observe when the O2 in the water column is saturated. For that, you will need to have strong lighting, CO2 injection and proper fertilization.

I was using 3 x 18w for my 2.5ft tanks for few years. Not much problem but some plants cannot grew nicely. For your case, plants not photosynthesizing is probably due to co2 or nutrient. If you go to NA, he will probably sell you the 2 x 36 PL lights which is also not enought! (IMO)
Thanks everyone who replied. Plants are growing except for pearling effect. However managed to add some neon tetras wihout dying. Algae started growing a few days ago. decided to see wat happens.
As for the PL lights, too expensive. Found out they cost 90 plus! way above my budget. haha... So i'll stick to FL lights for now! haha!
