I've tried feeding NLS, but it does not want to eat it.

Rhinogobius duospilus. Not very eager when it comes to dry commercial food, but will take them reluctantly. In my experience, they seem to be more keen on flake than on pellets, and do better with inclusion of meaty food in their diet. So vary their food with frozen bloodworm from time to time, they would not resist them.

Oh man, this will be disaster. Because it's being house in a community tank with the tetras, he'll be out competed for food. By any chance that he'll munch on algaes if hungry?

It's not an algae eater. I suppose you feed flake as well. So spread out the flake all over the tank, stir some in the water so that they sink. The goby should be able to eat some that is unreachable by the tetras, e.g. between driftwood cervices etc.
try sinking type..very lovely fish when they flare to each other.
