Common barb? You need to specify the fish in question. If you're referring to Puntius binotatus, I have no idea where to find it. If what you want are Tiger Barbs, then some LFS usually stock it as feeder fish.

No idea. It's not commonly available and most of the time, found as a contaminant in some bags of fish. They are drab so the shops don't stock them.
