Proper setup in the context of Singapore means to have a chiller to keep water at 25 degrees, shrimp soil, moss for hiding, enough filtration but not too much water current and a good set of water test kits.

If you have another way to keep the water cool at that temperature, then you don't need the chiller.

i second felix for higher grade crs (A onwards). But for me, if you keep low grade crs like A-C they would be fine, as long as you keep temperature of the water around 26 degrees and not higher. Breeding wise 26 degrees might not be the most optimal.
